REFUGEE RELIEF & REHABILITATION DEPARTMENT

The influx of refugees from erstwhile East Pakistan (now Bangladesh) is a big phenomenon in Indian History. In consequence of partition of India in 1947, a large number of people were compelled to leave their homeland and come to India. From the very beginning of the exodus the primary task of the Government was to provide relief to the vast number of refugees. The Government has been trying to solve the Socio-economic problems arising from influx of refugee by undertaking various Relief and Rehabilitation measures. In order to tackle the massive task of providing relief and rehabilitation to millions of people, the Refugee Relief and Rehabilitation Department was created with offices at the District and Sub-Divisional level. The persons who migrated only from erstwhile East Pakistan (before 25.03.1971) are treated as REFUGEES by the RR & R Department (now R.R & R Section).

MEASURES TAKEN BY THE GOVERNMENT IN THE PAST:

  • Relief Measures:

Relief Transit Camps were opened by the Govt. to provide food, clothing, shelter and medical aids to the migrants, but there is no such camp under the jurisdiction of the RR & R department in this district at present. 

  • Rehabilitation Measures: 

Various schemes were sanctioned involving acquisition of land and for advancing loans for land purchase, Byananama Scheme, agriculture, house building, small trade, as also for providing educational and medical training and employment facilities. 

AREA OF WORK OF THIS DEPARTMENT: 

 To solve the problem of displaced persons, the Govt. has set up some colonies, termed as Govt. Sponsored Colonies. Later the Govt. gave approval to the colonies, which were squatted upon by the refugees in large groups on blocks of private, Government and Semi-Governmental lands.These colonies are known as Squatters’Colonies which are categorized as – 149 group, 175 group, 607 group (these types are approved by Govt. of India) and 998 group (approved by the Govt. of West Bengal). Besides these types of colonies, there are Byananama Colonies and private Colonies under this department. The displaced persons residing only in the above mentioned colonies are considered for different rehabilitation measures taken by the department. 

PRESENT ACTIVITIES:

  •  Distribution of free hold title deed:

Total number of Govt. approved Colonies in Dakshin Dinajpur is 51, break-up of which is as follows:

  • Govt. Sponsored Colony – 2
  • 607- Group Squatters Colony – 25
  • 998- Group Squatters Colony – 13
  • 94- Special Group Category Colony – 5
  • Colony on Private Land – 6   

Target for distribution of F.H.T.D. in the above 27 colonies were 2489, out of which 2362 deed have already been distributed, leaving 227 deeds undistributed. Out of the 127 deeds, 35 of Santoshi Maa Colony could not be disposed off due to non-transfer of land by the BL & LRO, Hili, as the land is involved in Civil Rule. 92 cases could not be disposed off due to non- appearance and non-submission of requisite papers by the Refugee families. 

  • 998- Group Squatters Colonies:  

There are 13 such colonies in this district. Out of 13 colonies 12 are settled by L.R. Patta and the remaining one has already been regularized by F.H.T.D. of the R.R. & R. Section. 

  •  94- Special Group Category Colonies: 

There are 5 such colonies in this District. One of them is fully settled by L.R. Patta. Two of them have already been regularized by F.H.T.D. of the R.R.& R Section. Regularization procedure is going on for the rest two colonies.

  • Infrastructural Development of Different types of Refugee Colonies:

3 Refugee Colonies of this District has already been developed in the year 2015-2016 involving Rs. 3,54,31,999/-. In 2017-2018, Rs. 53,14,655/- ws sanctioned for ID work in different colonies under Balurghat Block. A proposal for 15 developmental schemes amounting Rs. 2,06,46,918/- in the financial year 2019-2020 has been forwarded to the Department for sanctioning.

  •  Procedure of application for F.H.T.D. ( Freehold Title Deed):

To obtain F.H.T.D  from this department one has to submit the following documents:

  1. An application in this regard
  2. Refugee Certificate
  3. An affidavit in the prescribed format
